The PDF reference maps are supposed to contain embedded links (for inset and CT maps), but they don't seem to work:

Try clicking on the Insert/Carton 1 hyperlink. I tried a few reference maps myself (eg: Belleville, Toronto and Québec) and they work, but you actually have to click on the Insert/Carton.
