Aboriginal labour force stats 1996

Question

I am looking for labour force statistics ie. unemployment rate, participation rate, & employment rate for Canada's Aboriginal Identified population for 1996. I would like these 3 statistics for the following groups:

Total Aboriginal identified populationFirst Nation/Status IndianMetisInuitNon-Aboriginal population

I have found these statistics for 2001 & 2006 in the Census Data & for 2011 in the 2011NHS, but am not able to find comparable data for the 1996 Census year.

Answer

I don’t a see anything available specifically in our standard products but it is something that could be done via a custom request.

That being said, searching online, I did find a publication that may be useful to them.

Historical aboriginal justice statistics

Question

A researcher here is interested in looking for statistics on aboriginal offenders. Specifically, she is looking for statistics on aboriginal offenders from 1900-1970. What she is looking for is the number of aboriginal offenders, especially the years where they started to grow. She believes they were under-reported in earlier years, but she is not sure when they started to really increase. She looked at Juristat but it only goes back to the mid 1970's. Would you happen to know of any sources that went back earlier than that?

Answer

The annual reports of the Superintendent of Penitentiaries and Commissioner of Penitentiaries contain some (minimal) stats on Aboriginal inmates.

The reports of the Superintendent from 1919 to 1945-46 and the reports of the Commissioner from 1947-48 to 1967-68 are available online in PDF via the Public Safety Canada Library Catalogue. Hopefully these are persistent links:

I looked at only 3 or 4 reports. In the 1920s and '30s the statistical groups were "White", "Coloured", "Indian" and "Mongolian".

In 1959-60 the Commissioner's report gave numbers for male (table 24) and female (table 57) "North American Indians".

Stats-Can does not have that data. The best they have is counts of Aboriginals accused of Homicide, but only as of 2014.

Aboriginal Labour Stats

Question

I have a student who’s trying to compare employment / unemployment among aboriginals living on-reserve or off-reserve.

Are numbers for on-reserve employment available anywhere?

I have received the following response from subject matter:

“Please find below table at the Canada and province and territory level of geography. You can select whether you would like the data narrowed down by on-reserve or off-reserve population and by which aboriginal identity. Any other level of geography would need to be ordered on a custom basis at the nearest regional office.

Quality of Socio-Cultural CT-level Data from the National Household Survey

Question

A francophone student has been asked to give a conference presentation on changes to urban aboriginal women’s housing (a fair bit of migration within the city). He wants to know if he should make the presentation or not, as he is worried about the validity of his results re: data quality and CT-level non-response rates.

As his research was at the CT level, I gave him two sources to help assess his data quality. Did I miss any technical documentation? The first source is a StatCan web page, and I compiled the second source from the NHS profile (for which there may already be a list, but I wasn’t able to find it today).

Unemployment, Incarceration, Income and Poverty Rates by Race

I have a faculty member looking for a breakdown of unemployment rates, incarceration rates, median household income, and poverty rates by race, including Aboriginals, in Canada (and, if I’m lucky, rates within those groups). I’ve managed to find a few tables here and there from Public Health, Corrections Canada, and Stats Can that this faculty member felt were fine, but nothing that really hit the nail on the head. Is there somewhere else I should be looking?

Aboriginal Peoples Survey: PUMF 2012

This public use microdata file contains data for a wide variety of variables collected from the 2012 APS.

The APS is a national survey on the social and economic conditions of Aboriginal people (First Nations people living off reserve, Métis and Inuit) aged six years and older. It is designed to identify the needs of Aboriginal people and focus on issues such as education, employment, health, language, income, housing and mobility.

2012 Aboriginal Peoples Survey (APS)

Question

When will the 2012 Aboriginal People's Survey be released? January 2105 had originally been estimated, but it isn't available yet.

Answer

I just confirmed that the APS masterfile is available in the RDCs and that a PUMF will be available later this year, with no definitive release date set yet.

DA level tables on Aboriginal Identity and Gender for the 2006 Census

Question

I was surprised not to find Dissemination Area level tables on Aboriginal identity groups and Gender (women) for the 2006 Census. Would I be missing something? If not, may I inquire how long a custom tabulation would take and whether there is interest in the DLI for a group purchase? We are interested in Winnipeg at the very least. One of our researchers is looking at worsening homelessness for Winnipeg and has a DA-level table from the 2011 NHS.

Off-reserve Aboriginal People in SLID

Question

1.) I'm looking for information regarding poverty and low incomes amongst the Aboriginal population.

2.) Is there a variable for "Off-reserve Aboriginal people" in the Survey of Labour and Income Dynamics Master Files which can be accessed at our RDC?

1.) In regards to information on poverty and low incomes in Aboriginal populations, the author division recommended:

"The Aboriginal Peoples Survey (APS) could extract Low-income cut-offs for Aboriginals off-reserve.< http://www23.statcan.gc.ca/imdb/p2SV.pl?Function=getSurvey&SDDS=3250&lang=en&db=imdb&adm=8&dis=2>

2.) The RDC division explained that:
"There are many variables in the SLID that can be used to identify “low income”: types of variables including LICO, LIM and MBM. Examples of these variables are:

(1) licofa27: After tax - Flag to indicate whether the family's income is below the low income cut-off (LICO) for the reference year (1992 base).

(2) limfa27: After tax - Flag to indicate whether the family's income is below the low income measure (LIM) for the reference year. This variable is no longer available as of RY2008. It is therefore set to "Not Applicable" for all respondents. With the release of data for 2010, while there was a revision of the weights and the household-level LIM variables, this variable was not revised for 2006 and 2007.

(3) mbmp27: Market Basket Measure threshold (2000 base) for the family in the reference year. It is the cost of the market basket for the family adjusted for the family composition. The formula to calculate this variable is (MBM for a family of 2 adults and 2 children/ 2)* EQ2SC Available between reference year 2000 and 2007 only. For other years, it is set to "Not Applicable" for all respondents.

There are three variables that identify persons as off-reserve aboriginal:

- a person reported he or she is a member of the Aboriginal target group for Employment Equity purposes;
- a person reported having an Aboriginal background; or
- a person reported himself or herself as a Treaty Indian or Registered Indian as defined by the Indian Act of Canada.

The variables are the following:

- abortg15: Flag to indicate whether person is a member of the Aboriginal target group for Employment Equity purposes.
- eoabor15: Flag to indicate whether person reported an aboriginal background.
- regind15: Flag to indicate if a person is a Treaty Indian or Registered Indian as defined by the Indian Act of Canada.

Off-reserve Aboriginal People in SLID

Question 

A researcher found a table on “Low Income among Various Groups”, located at:<http://www4.hrsdc.gc.ca/.3ndic.1t.4r@-eng.jsp?iid=23#M_4>. He is particularly interested in the “Off-reserve Aboriginal people” category. The source cited for this is the Survey of Labour and Income Dynamics, 2013.

I also came across: Murphy, Brian, Xuelin Shang and Claude Dionne. 2012.
Low income in Canada: a multi-line and multi-index perspective. Income Research Paper Series, No. 0001. Statistics Canada catalogue no. 75F0002M – no.001. Ottawa: Statistics Canada. <http://www.statcan.gc.ca/pub/75f0002m/75f0002m2012001-eng.pdf> page 38 out of 112 also confirms that SLID data is used to identify low income in off-reserve Aboriginals.

However, I have checked the documentation for the SLID PUMF, and could find other categories from this table, but not the “Off-reserve Aboriginal people”. Unfortunately, Statistics Canada Nesstar <http://www62.statcan.ca/webview/> does not appear to include SLID for the Master Files.

Can anyone confirm that there is such a variable in the Survey of Labour and Income Dynamics Master Files which can be accessed at our RDC? Any other suggestions on where to find data regarding poverty or low income amongst the Aboriginal population would also be welcome.

Aboriginal Educators

Question

I have a student looking to find out the number of aboriginal education graduates who were able to get teaching positions in the last 5 years. Is there data on this? If so, where can I find it?

Answer

This type of information is actually not possible with the way the information is collected here. We can’t identify the link between Aboriginal graduates and if they are able to secure a teaching position later on.

We would be able to tell the highest level of education of an Aboriginal person, their occupation etc. at the time the survey is collected (most recent one being APS 2012) but not the correlation the researcher is looking for. (In the last 5 years)

If they can be more specific we may be able to do a custom tabulation (at a cost and delay of time).

2001 Aboriginal Peoples Survey Community Profiles

Has the 2001 Aboriginal Peoples Survey Community Profiles disappeared from the Statistics Canada website? They are listed in the right hand side menu on this page under 2001 Census Profiles but the link goes no where.

The 2001 Aboriginal Peoples Survey Community Profiles is no longer available due to the security risks or vulnerabilities of the database that is used, as well the database software can no longer be updated. We had similar issues with the 1996 Community Profiles in which we had to take this off line as well.

EAPA/APS PUMF Release

Question 

An instructor has asked if the EAPA/APS pumf will be available this fall as planned, and if so is there an estimate for its release date?

He would like to use the Aboriginal Peoples Survey if possible, in his advanced research methods classes this semester.

Answer

Our anticipated release date is January 2015. This date may have to be moved due to a lack of methodology resources but that decision has not been taken yet.

Indian Reserves

Question

Is there a newer shapefile containing reserve boundaries available? I have the file produced by Equinox, but it’s from 2006. I don’t know how much reserves have changed in the interim, but I would like to see something a little more contemporary, if possible.

It’s been a while since I have had ArcGIS at my disposal, but have you used the boundary files from statcan?

The Census Subdivision Boundary Files portray the census subdivision boundaries for which census data are disseminated. A census subdivision is a municipality or an area treated as equivalent to a municipality for statistical purposes (for example, Indian reserves and unorganized territories). 2011 Census boundary file – Census subdivision<http://www 12.statcan.gc.ca/census-recensement/2011/geo/bound-limit/bound-limit-2011-eng.cfm>.

Census subdivision types associated with 'on reserve' population. "On reserve" population is a derived census variable that is captured by using the census subdivision (CSD) type according to criteria established by Aboriginal Affairs and Northern Development Canada (AANDC; formerly Indian and Northern Affairs Canada [INAC]). On reserve population includes people living in any of the six CSD types legally affiliated with First Nations or Indian bands (described below), as well as the northern village of Sandy Bay in Saskatchewan. You can sort through CSD type (CDTYPE) in the boundary file to create another layer.

The following census subdivision types are based on the legal definition of communities affiliated with First Nations or Indian bands: Indian reserve (IRI), Indian settlement (S-É), Indian government district (IGD), Terres réservées aux Cris (TC), Terres réservées aux Naskapis (TK), Nisga'a land (NL)

2001 Aboriginal Peoples Survey Community Profiles Access

Question

The links to the 2001 Aboriginal Peoples Survey Community Profiles are broken and, judging from the information I was able to retrieve from the listserv this product is no longer available. Is there any chance these databases will be reinstated? The APS Community profiles are a very useful source of information for our users. I know that we can request data through the DLI, but that is not nearly as useful as having those tools -- for 1996 and 2001-- directly available to our users. Alternatively, is there anything similar planned for the 2012 APS?

The 2001 Aboriginal Peoples Survey Community Profiles is no longer available due to the security risks or vulnerabilities of the database that is used, as well the database software can no longer be updated. We had similar issues with the 1996 Community Profiles in which we had to take this off line as well.

The Subject Matter Division has informed that while the profile information is no longer available, they will attempt to transfer the data onto a CD for the DLI – I can then place it on the EFT site.

First Nations Nurses in Saskatchewan

Question

I have a researcher who is trying to find information about the number of Aboriginal/First Nations nurses in Canada, especially Saskatchewan.

We’ve been able to find figures for numbers of nurses overall at CIHI, but their stats don’t include ethnicity. LFS, APS and NHS tables address employment and educational attainment, but the data isn’t detailed enough. Is there another source of information or another approach one might take, short of ordering a custom tabulation?

You can try contacting the Aboriginal Nurses Association of Canada: <http://www.anac.on.ca/>. However, in regards to StatsCan, it would have to be a custom tab.

Aboriginal Peoples Survey

Question

When will the APS 2012 microdata be available in a PUMF or even in a RDC? I see a date on the website as November 2013, but the webpage is from January 2012.

Answer

As presented in APS Webinar (http://cudo.carleton.ca/dli-training/2735), the upcoming APS Release dates are:

Winter 2014: Concepts and Methods Guide, APS data available in the Research Data Centres
Later in 2014: Report on Inuit health, Report on Métis employment, Report on school experiences of First Nation children and youth living off reserve, APS data tables on the Statistics Canada website (CANSIM tables), Public Use Microdata File (PUMF).

The APS masterfile is available in the RDCs and that a PUMF is tentatively planned to be released in January 2015.

Labour Force Survey - Immigrant and Aboriginal Identity

Question

Am I right in concluding that the variables relating to immigrant status and aboriginal identity are suppressed from the LFS PUMF, at all levels of geography? I’ve also looked at the Aboriginal People and the Labour Market, but it doesn’t provide the derived data that we need.

The student wants to correlate minority status population (aboriginal identity, immigrant status, and women) with NAICS code employment data. Can you suggest any other resource(s) that would provide this kind of analysis?

Answer

The Aboriginals identity are not available in the PUMF files. The Aboriginals data are produced with a different weight than the regular LFS data. A custom tabulation is available.

Have you considered data from the National Household Survey?

In order to provide a comprehensive overview of an area this product presents data from both the NHS and the 2011 Census. NHS data topics include: Immigration and Ethnocultural Diversity; Aboriginal Peoples; Education and Labour; Mobility and Migration; Language of work; Income and Housing. 2011 Census data topics include: Population and dwelling counts; Age and sex; Families, households and marital status; Structural type of dwelling and collectives; and Language.

There are also data tables from NHS that may be of interest in the Education and Labour topic, which have aboriginal identity, immigration status and NAICS.
