Definition of Essential Worker

August 20, 2020

Question:
I have a query from a researcher working on the impact of COVID-19 on women:

Does Statistics Canada had a standard definition of "frontline" or "essential" workers during this pandemic, or of the "caring economy"? If yes, what are the accompanying NAICS codes used in that data collection?

Answer:
We have no formal definition but here is what is being collected through the Survey of COVID-19 and Mental Health (which will be in collection in late fall):

  • During the reference week, we asked the question, “were you considered an essential worker?”
    • An essential worker is defined as an individual who works in a service, facility or in an activity that is necessary to preserving life, health, public safety and basic societal functions of Canadians.

However, this question does not necessarily connect to a specific set of industry codes according to NAICS.

Financial Data for Specific Industries at the Provincial Level

Question:
A researcher here is looking for some data for specific NAICS codes. We’ve found some information at the national level, and some provincial information at higher NAICS groupings, but nothing with both the level of industry and geographic detail he wants. He’s willing to purchase a custom tabulation if necessary.

Specifically he is asking for:

Annual, (total capital expenditures) for (NAICS 22111, 22112, 23713) for each province/territory, from 2007 to the most current date;
Annual, (total federal taxes, total provincial taxes) for (NAICS 22111, 22112, 23713) for each province/territory, from 2007 to the most current date.

Table 34-10-0035-01 gives capital expenditures at the provincial level, but at the two digit level only. 33-10-0007-01 has taxation but is also at the two-digit level. Am I missing an available source? Would this level of detail be available from a custom tabulation?

Answer:
I’ve received the following response from subject matter:

“We have data on taxes on production and products for NAICS 2211 and 23, but the data is not broken down by level of government.  We have data on capital expenditures, but only for NAICS 221 and 23.  This data would be available from 2007 to 2015, by province and territory.”

Tabulation Requested for GDP $ for Ontario by NAICS Code and Firm Size

Question:
A researcher is looking for income-based GDP $ breakdown for NAICS code 541110 for firms under 20 employees compared to firms with 20 and more employees.  Ideally she would like this for Ontario, but if this isn’t possible, Canada will do.  Basic prices are fine.

I can’t find this, which is way I think she will need a tabulation.  May we please request on something of a rush basis?

As an aside the researcher found that for 2017 and 2018 all registered law firms in Canada contributed 25,488.6 Million dollars to the Canadian economy (via IBISworld database I think).

Answer:
I’ve received the following response:
“It is not possible to provide data for this request, at least not from Industry Accounts Division.
We only have information for NAICS 5411 and we don’t have any information on firm sizes.”

GDP for Agricultural Industries

QuestionA student is looking for data similar to that found in CANSIM 379-0028 for industries under NAICS code 11 (Agriculture, forestry, fishing and hunting) but at greater detail. The above table goes to 3 and sometimes 4-digit NAICS codes, but she's wondering if even more detail is available somewhere. Any suggestions?

Answer"The data found in CANSIM table 379-0028 is not available at the national level. With that said, it is possible to calculate a national percentage share by multiplying the provincial shares found in CANSIM table 379-0028 by the provincial GDP found in CANSIM table 384-0037 and deriving a national share by adding together all the provincial values and dividing by the GDP for Canada."

CANSIM table 080-0032 (Retail Trade) - more recent numbers available?

Question
A student is looking for 2015 and 2016 numbers for CANSIM table 080-0032: Retail trade, total sales and e-commerce sales, by North American Industry Classification System (NAICS) annual (dollars x 1,000).
http://www5.statcan.gc.ca/cansim/a26?lang=eng&retrLang=eng&id=0800032&pattern=e-commerce&tabMode=dataTable&srchLan=-1&p1=1&p2=-1

Since the Daily article for this CANSIM table is dated July 2016 (http://www.statcan.gc.ca/daily-quotidien/160718/dq160718b-eng.htm), I suspect that 2014 is the most recent data available. The information for the Annual Retail Trade Survey appears to corroborate this presumption.

Answer
“Nothing is available from the annual program for 2015 and 2016 as we have not published these results as of yet.”

They did inform us that the tentative release date for those years is the end of March 2017.

Custom tab request: Labour force by industry, CSD level, 2006 Census

Question
I've got a researcher looking for more granular data for labour force by industry. 2006 Profiles include only two-digit NAICS codes and I'm looking for either three or four (currently waiting for the researcher to tell me which). In the meantime, could you tell me if it would be possible to produce a custom tab of labour force by industry for NAICS codes 212 and/or 2122 for each CSD in Canada?

Answer
I confirmed with Census subject matter that it is feasible to produce a custom tab of labour force by industry for NAICS codes 212 and/or 2122 for each CSD in Canada.

NAICS at 6 digit level data needed

Question

Is it possible to obtain input data (capital, labour) at the detailed (six digit) level? The researcher has been able to find it only at the 3 digit level. (e.g. CANSIM Table 383-0032).

Answer

We do not estimate or publish labour, capital or productivity data at the 6-digit level of NAICS. In most cases, our sample sizes are not sufficiently large enough to produce accurate or publishable estimates at that level of detail.

International Trade Flows (S-Level aggregation)

Question

Good morning, everyone.

I have a PhD student who is using provincial I-O multipliers (S-level), and he would like corresponding import and export between the US & the Canadian provinces - also at the S-level aggregation (25 industries). I'm able to find various almost-perfect numbers, but nothing which provides everything he needs. The closest we've come is Industry Canada's Trade Data Online site; however, it only provides about 8 or 10 of the industries he needs.

He's willing to entertain the possibility of purchasing a custom table, but ideally he'd prefer to get the data at no cost. If this is not possible, could you send me the name of someone he could contact to get an estimate?

Thanks for any suggestions.

Answer

The International Trade Division can provide import and export data by NAICS code but there would be a fee for this service. I will send you contact details for this off list.

Our contacts suspect that the data available in Industry Canada's Trade Data Online may meet your user's needs and suggested that you look at the NAICS codes listed under "Browse List" in the "Industry Search" scroll down menu. If these aren't specific enough, the student may wish to request a quote for custom data.

If you have any other questions, please don't hesitate to contact us.

Announcement - Upcoming Labour Force Survey Revisions

Note to readers: Upcoming LFS revisions

Following the release of final population estimates from each census, a standard revision is applied to the Labour Force Survey (LFS) estimates. The revised estimates are scheduled to be released on Friday, January 28, 2011, and will include the following:

LFS estimates are currently based on the 2001 Census population estimates. These data will be adjusted to reflect 2006 Census population estimates and will be revised back to 1996.

Industry estimates will be reclassified to the 2007 North American Industry Classification System (NAICS) from the 2002 NAICS and revised back to 1987.

Geography boundaries will be updated to the 2006 Standard Geographical Classification (SGC) rather than the current 2001 SGC. With this change, six new census metropolitan areas (CMAs) will be added and the boundaries of seven existing CMAs will be modified. New CMA tables will be created based on the 2006 census boundaries and will date back to 1996.

Finally, the 2006 National Occupational Classification for Statistics (NOC-S) will replace the 2001 NOC-S. This change will not affect the LFS estimates as there were only minor changes to the description of the categories.

Please note that the changes to the estimates will be minor. Rates of unemployment, employment and participation are essentially unchanged, as are key labour market trends.

During the revision, CANSIM data for the LFS will not be available from Friday, January 21 to Thursday, January 27, 2011. To facilitate access to the revised data, LFS data on CANSIM will be free from January 28 to February 3, 2011.

The current LFS CMA CANSIM tables based on 2001 census boundaries 282-0052, 282-0053, 282-0056 to 282-0059, 282-0090 and 282-0091 will be terminated and replaced by new tables 282-0109 to 282-0114, 282-0116 and 282-0117 (start date 1996). To help users convert from the current to new CANSIM tables, a concordance table between the old and new vector numbers is available.

* Vector number concordance table (Available on Cansim-What’s new?)

Also, the following current CANSIM tables based on 2001 Census boundaries 282-0064, and 282-0096 to 282-0099 will be deleted and replaced by new tables 282-0115 and 282-0118 to 282-0121.

The revised data will also be available on the Labour Force Historical Review DVD-ROM, which will be released in March 2011. For further information on these changes, contact Client Services (toll-free 1-866-873-8788; 613-951-4090; labour@statcan.gc.ca).
