A researcher would like to have access to the “2005 National Survey of the Work and Health of Nurses” – STC Record Number: 5080http://www23.statcan.gc.ca/imdb/p2SV.pl?Function=getSurvey&SDDS=5080&Item_Id=13648 Is this file available in PUMF form?
We found the STC/CIHI publication: "Findings from the 2005 National Survey of the Work and Health of Nurses" http://www23.statcan.gc.ca/imdb/p2SV.pl?Function=getSurvey&SDDS=5080&Item_Id=13648 but we’re hoping to use the underlying data.

There is no PUMF available for that survey. But it is available in the RDCs

Survey of the Work and Health of Nurses, 2005
Question
Is the PUMF available for the Survey of the Work and Health of Nurses through the DLI?
Answer
A PUMF was not produced for the National Survey of the Work and Health of Nurses 2005 (NSWHN). The NSWHN page under Definitions, data sources and methods on the StatCan website provides some additional information about this:
"(...) A Public Use Microdata File (PUMF) will not be created for the NSWHN. This is a result of the sampling strategy used for the survey, that is, the selection of nurses from a frame that was created using registration information held by the 26 provincial/territorial regulatory bodies.
The survey results were released on December 11, 2006 in Statistics Canada's The Daily. The main report entitled, Findings from the 2005 National Survey of the Work and Health of Nurses (83-003-XIE), contains a high level description of the survey results and 51 summary tables. A second report containing provincial profiles (11-621-MWE2006052) was released simultaneously in Statistics Canada's Analysis in Brief.
Users requiring additional information may purchase custom tabulations. These outputs are reviewed for confidentiality before they are given to users.
Users can also do their own research by accessing the master release file through the Research Data Centres program. To protect the anonymity of individual nurses, some sensitive variables have been regrouped, capped or completely deleted from the master release file. Outputs based on research using the master release file are vetted for confidentiality by Statistics Canada before users can release them.
Before releasing and/or publishing any estimate from these files, users should first determine the number of sampled respondents who contribute to the calculation of the estimate. If this number is less than 30, the weighted estimate should not be released regardless of the value of the coefficient of variation for this estimate. For weighted estimates based on sample sizes of 30 or more, users should determine the coefficient of variation of the rounded estimate.
Users may also obtain custom tabulations or request access to the share file containing the records of nurses who agreed to share their information with the Canadian Institute of Health Information and Health Canada. The conditions described above also apply to the release and/or publication of any estimate from the share file.

Policy on Codebooks for RDC Datasets
Question
I am part of a team looking at the National Survey of the Work and Health of Nurses (NSWHN) survey. At our initial meeting at the RDC in Toronto, we were told that the codebook (containing the data dictionary with frequencies for all variables) could not be made available to us outside the RDC.
My question is: why not?
Other RDC-available surveys make data dictionaries freely available on the Web. Could someone tell me why an exception is being made for this survey? Even just a record layout, without any associated frequencies, would be useful. It would make life so much simpler, especially for a research group scattered clear
across the country.

I talked to the subject matter and it's not general practice to have codebooks and data dictionaries from master files available to DLI. Only a few subject matters did and only after ensuring that there is no confidential data released. The author division had no intention of making this codebook for the Health Nurses Survey outside of the RDC. They may go back and look at the codebook to see if they can release but at the present time, they don't have any resources to do so and don't know when they would be able to do so.

Are there any plans to create a PUMF from the National Survey of the Work and Health of Nurses (NSWHN) survey?

The author division has confirmed that a PUMF will not be created for the National Survey of the Work and Health of Nurses (NSWHN). The Microdata Release Committee has indicated that it is not possible to create a PUMF for this survey so there are no plans to change this decision in the future.
Interesting details regarding the disclosure and availability of NSWHN data are available in the Data, definitions and sources section of the Statistics Canada website (click here). According to this page, the master file for this survey should be available through the RDCs.

National Survey of the Work and Health of Nurses

I've had an enquiry regarding the eventual possibility of a PUMF coming out of the above-named survey (first described in the Dec
11, 2006 issue of the Daily). Any possibility, or is it destined for the RDC?

There will not be a PUMF created for this survey.
The RDCs will get a copy of the master file some time in the future, but not before March 2007.
